After troubleshooting with SolarWinds, somehow the permissions for Powershell were set to block user access over the network.
Also on the Exchange Server, open PowerShell console with administrative privileges and execute the command “Set-PSSessionConfiguration Microsoft.PowerShell -ShowSecurityDescriptorUI –force”. A Dialog Window similar to the one below will appear. Please also verify that the user that you are using to manage the node in Orion is included in one of the groups or is a named user displayed in the permission dialog with the “Allow” permission.
Setting NETWORK to allow full control didn't fix it - I had to remove the NETWORK entry. My test user was a member of the Administrators group.
