Your poller appears to be fine. The fact that you're always at "9" or greater suggest that you have orphaned jobs in the job engine database. I suggest performing a repair of the Job Engine and Collector packages (Add/Remove Programs -> Repair). This should in theory clear out any orphaned jobs that are stuck. Since they aren't really doing any hard, you could alternatively "ignore" them by editing the template and use a formula to exclude these 9 stuck jobs. E.G.
